Though there might be a lot of government types in Crusader Kings 3, you will only get to experience three of them.

Can You Change the Government Type Between Feudal and Clan in Crusader Kings 3
Unfortunately, there is no way to change your government in CK3 from Feudal to Clan and vice versa.
The government type you get at the start of the game cannot be changed, no matter what you do (unless you started with Tribal).
Though at the start of the game, it might look like Muslim rulers are Clans no matter what, if you actually play as a Muslim Clan ruler and convert, you will still remain a Clan.
Feudalism works the same. You can convert to a Muslim faith and you will still remain Feudal.
How to Change Government Type as a Tribal Ruler in Crusader Kings 3
The only rulers in CK3 that can change their government are Tribal rulers. With a Tribal government, you will always have the possibility to become a Feudal or Clan ruler once you have Absolute Tribal Authority.
You will also need to follow a reformed faith, have 5 Development in your capital, level 2 of Fame, and 70% of all Military and Civic Tribal Era Innovations.
Once you meet all of these requirements, you will be able to push a button in the Decisions menu to adopt Feudal or Clan ways.
The only difference is which one of them will be your option. You can have both Feudal or Clan as options in the Decisions menu.
If you follow an Islamic faith, then you will have the “Adopt Clan Ways” option available in the Decisions menu. Otherwise, any other religion will give you the “Adopt Feudal Ways” option.
Press the button once it becomes available, and you will instantly change your government into one of these two.
Now, if you know all about the advantages and disadvantages of both government types, you should be able to make a good choice when it comes to the government type you want to evolve to.
If you don’t want to follow an Islamic religion, but want the Clan government, just convert back to your old religion once you adopt the Clan ways.
